The Vice President, Program Delivery (“VPPD”) is a pivotal leadership role responsible for overseeing the management and successful delivery of ship repair and manufacturing programs (“Programs”) for Client’s  Shipyards (VSL). The position is responsible for the profitability and performance of the program portfolio, with full authority to ensure its efficient and effective execution.

The Vice President, Program Delivery directly reports to the Vice-President and General Manager of  Shipyards. The VPPD oversees Program Managers, ensuring the efficient and effective execution of program work, including safety, scope, schedule, cost, quality, and customer satisfaction.

The Vice President, Program Delivery collaborates with the Client’s  Shipyards management team and the Client’s Executive Leadership Team.

What you’ll do

  • The Vice President, Program Delivery is responsible for overseeing and ensuring the successful execution of the Portfolio, leveraging cross-departmental resources within the shipyard.
  • Develops cost and schedule data for the Portfolio execution and recommends optimal pricing strategies for bidding.
  • Responsible for full P&L management, ensuring successful execution and outcomes of awarded contracts.
  • The Vice President, Program Delivery is responsible for developing the portfolio budget, financial forecasting, and reporting.

What you’ll bring

  • A Bachelor’s degree in engineering, finance, or business is essential, and a Master’s in business administration is desirable.
  • 20 years of experience in progressively more responsible management roles in the ship repair or shipbuilding industry.
  • 5 years of profit & loss(P&L) responsibility is required.
  • Project Management Professional (PMP) certification is desirable.
  • Extensive experience in managing complex ship repair or shipbuilding programs, projects, and contracts.
  • Demonstrates situational adaptability by adjusting approach and demeanor in real time to navigate evolving challenges effectively.

  • Has a thorough knowledge of Portfolio, program, and project management practices, including:
    • Program controls, scheduling, Earned Value Management Systems (EVMS), critical path, and resource planning techniques.
    • Government and commercial contract administration.
    • ISO 9001 quality management; and
    • Safety management and environmental compliance.
  • Possesses in-depth expertise in ship repair and shipbuilding for both defense and commercial clients.
  • Demonstrated expertise in driving and leading organizational change effectively.
